The Harney Education Service District Home School office registers home schooled students who reside in Harney County.

In order to comply with the compulsory school attendance law, the parent/guardian of a student between the ages of 7 and 18 must notify Harney ESD, in writing, within 10 days of withdrawing their child from public or private school or moving to a new ESD region. A child may be home schooled at anytime, however, a child who is 7 years old on or before September 1, must notify Harney ESD within 10 days of beginning to home school.

Curriculum

Harney ESD and local public schools are not required by law to provide educational materials and/or curriculum. Parents/guardians are responsible for the acquisition and cost of materials/curriculum. Grade specific performance standards can be found on the Oregon Department of Education website.

Testing

Home schooled children must be tested before the end of grades 3, 5, 8, and 10. The end of the school year is defined before August 15. If the child never attended public or private school, the child must be tested before August 15 following the end of grade 3. If the child was withdrawn from public or private school, the first required examination is not administered within the first 18 months of home schooling even if during that 18-month period is in grade 3, 5, 8, or 10.

Parents are required to submit examination results upon request by the ESD. If examination results are not received within the required timeline, the child will be in violation of the compulsory attendance law and no longer eligible to be home schooled.

Testing for home school students is administered by independent “neutral” test examiners approved by the Oregon Department of Education. Harney ESD does not administer tests for home school students. It is the responsibility of the parent/guardian to arrange and pay for testing. A list of qualified testers currently registered by ODE is available on this website.

The administrator of the examination must submit a statement of the administrator’s qualification and neutrality if the ESD requests the test.

Students wanting to participate in sports or extra-curricular activities need to be tested on a yearly basis. Guidelines and rules can be found on the OSAA website.
